Important Daycare Opportunity
This is the part I would emphasize in your marketing—but carefully.
Bell Gardens’ current Residential Land Use Matrix specifically identifies a “Day care center” for 15 or more children as a Conditional Use in the R-3 zone. The code states that the facility must also comply with the State’s minimum building-floor-area requirements for the number of children allowed.
That means I would not advertise the property as “approved for daycare.” Instead, use language such as:

This is especially important because the city can consider parking, vehicle ingress/egress, operating hours, neighborhood impacts, landscaping, fire protection and other operational conditions when reviewing a CUP.
Also noteworthy: the current code says churches/places of worship in R-3 are conditional uses and lists a 20,000-SF minimum area requirement. Since this property is only about 6,044 SF but has an established religious-use history, I would not make any representation about expansion, transferability, or continuation of the existing church entitlement without obtaining the property’s CUP/nonconforming-use history from the City. Public sources do show a history of church organizations at this address, including Smyrna Apostolic Church and, more recently, Bell Gardens Korean Church.
